From the City of Bothell website:
Free vaccines for all dogs & cats (you do not need to be a Bothell resident). Free first-time pet licenses for Bothell residents only. All are welcome, regardless of residency. You do not need to be a resident of Bothell to receive free vaccinations for your dog or cat.
